Hi Vikas,

It all depends on people's passions. If people are passionate or curious 
about Debian GNU/Linux then they will make the journey.

While I can take the endeavour  of announcing the same on the various 
LUGs  in and near Delhi/Gurgaon, what would be needed from the staff 
from TBS are the following things :-

a. Time of the party
b. Approximate duration of the event.
c. Topics to be covered at the event and what topic will be covered by 
whom.
d. Maximum number of people, students, professionals that TBS can 
entertain/look after. Security, budgets  are also a concern so those 
needs to be taken into account while giving/sharing the final number.
e. How to reach TBS's office . If there is a Metro Station within a km. 
or two which one it is and what land-marks, if any besides the office.
f. 2 people from the staff preferably, one being the 'Event 
photographer' and the other who blogs about interesting things, ideas or 
questions which are thrown about by people.
g. Of course will need a cake depending upon number of people expected 
to turn up at the event.  Need to always account for 5-10 numbers more 
than expected. You always will get people who will still turn up in the 
hopes that somebody is a no-show.  The idea is to be conservative while 
also allowing some flexibility in the arrangements.
h. If we are offering snacks, let people know.
i. It could also be a theme party, say Debian swirl ( it's all upto the 
people's imagination).
j. Have some way that people can get both hamara .iso's as well as 
debian 8 .iso's .  This could be in form of just the images, they need 
to bring a pen-drive or a CD/DVD or something or the other. Mention in 
the invite how will you be distributing it so people know.  Preferably 
have an FTP server  and share the details on the whiteboard.
k. Any other special instructions.

Now how do we attract people will solely depend upon the topics we 
choose,  if people choose sys-admin topics, then we will probably get 
people who would be interested in sys-admin/devops sort of people,  if 
we choose some development topic (say improvements in c++11) or 
something like that then probably will get people who are doing or 
wanting to learn C .  It is not needed or recommended to stay with only 
those topics which are mentioned in the Release notes ( as to what has 
improved or is new) but could also be used  to share a technology/tool 
which you find interesting and would like others to know about it more.

It's possible that there may be a point or two which I've  left out. 
Feel free to choose, add or/and modify it to your requirements.
