Obviously, the mail I sent was a bit longer but one of the respected 
bugzilla committers sanitized the mail and answered so in short, unlike 
debbugs we wouldn't able to do anything :(

debbugs does an amazing job of getting inputs from other bug-trackers.

Not I'm aware of and out of the box in the way you need it, because
it's simply a very complex scenario. You would need to build something
on your own AND would need to rely on your third party bug trackers to
provide interfaces to give you useful information AND their hosters to
allow you to get this information using those interfaces. Then you
need some pull or push mechanism to get informed about new things,
need to translates whatever you get into the Bugzilla world, some
things may not be conceptual compatible and such...

Bugzilla provides import facilities using email, XML and interfaces
like SOAP or REST, so you can build something around that on your own.
But I don't think you can/should effort this, this will become a black
hole for your money and time. Just look at how rapidly some well known
bug trackers like this of GitHub move forward, how often they change
interfaces and such, if they provide them at all, you won't be able to
keep up with them.

Depending on your tools and such you may come close by integrating all
the bug trackers into your IDE, Eclipse e.g. is capable of handling
many of those, so you at least get searches or such under one GUI.
