I have a problem with guidelines. Let me put it out there for discussion.

We want to encourage and foster a community, many people in our 
potential user base do not
have a wonderful grasp of english, many will be complete newbies.

People often get fixated around a rule set to the detriment of new 
people - who can be easily scared off.

So, considering the somewhat low volume here, do we really need any 
rules at all?
