We can make the guidelines newbie friendly. Also add the first rule in
the guideline for any newbie.

* Do not hesitate to ask questions or communicate with the mailing list.
	
We know there will be newbies, who are not good in English and these
newbies are welcome, as we don't have problems with the type of English
they are using.

With proper newbie friendly guidelines we can encourage these people to
send messages to the mailing list
We can encourage newcomers to lurk for a while and absorb the “style” of
our group, before posting there next mail.

Yes, we need to have guidelines( not rules).
People are expected to follow these guidelines, but not have to abide by
them at all times.
