I never got any guideline or rule book while subscribing to any mailing

We should encourage newbies by welcoming them to the community, rather
than putting a long list of guidelines. We should follow the best
practise and set the standard ourselves to be followed by the newbies
rather than burdening them with a long list of rules and guidelines
which nobody will be interested in reading them.

I don't see a point of rules or guidelines though I am not against them
but the explanations put here don't really convince me.
