[Hamara-devel] Build Sugam on Debian

Completely agree with the decision of moving hamara to debian. As vik 
stated we have already based hamara arm on debian which mean we have 
basic setup (Downstream repository, etc) already ready to start with.

All we need to do is modify hamara helper scripts and few hamara 
packages as per the debian code.

I will start with raising tasks involved in the move and then we can 
take it from there.
