[Hamara-devel] the announce-list should only have @hamaralinux.org as people announcing it.

Hi all,
Have been talking to saurabh. The announce-list is the official way in 
which we will be announcing any changes either to infrastructure, 
changes in build system or/and a new release. By its very nature it will 
not be an often-used list such as hamara-devel but should have 1-2 news 
item per month but not more than that.

Press-release news would also be part of this announce-list.

Saurabh is making changes to the mailing list so that only people 
approved to make announcements announce it on the mailing list. At the 
very basic, have asked him to see that only addresses from 
*@hamaralinux.org are white-listed, the rest could be deleted, held in 
moderation queue or re-directed to whoever handling that mailing list 
for further processing. But even that needs to have some hard limits, 
all such variables would leave to the mailing list admins. (vik and
