Just a quick update,
There is a speech synthesizer called Festival, there are some pretty 
good voices like embrola which can be further modified to make them even 
better sounding.
So we will not have to do a lot of work from scratch.
And making the Indian voices is going to be very easy.
CDAC had done some work on this but as usual they hide their work and ar 
not fre and open source by the real spirit.
