That's it, yes: Ubuntu apparently split out the locale files into a
*-i18n package.
To verify, compare
http://packages.ubuntu.com/precise/all/xkb-data-i18n/filelist with
output of "dpkg -L xkb-data" on a Debian system.
When using Deban packages simply remove the (then bogus) dependency on
xkb-data-i18n.
