GNUKhata is very stable and accountants have liked it a lot.
So one problem with packaging for Debian is that they will still put in 
testing or unstable, which is a bad thing for GNUKhata given it's stability.
Other than that I don't see any reason why it should not be packaged for 
Debian or any distro for that matter.
May be we can do some PPA which users can add and then install in Debian 
or even Hamara or Ubuntu etc.
But in any case it will be a good idea to package it for Debian.
