Perhaps if you elaborate on the kind of difference you experience others 
are better clued in on what might cause it.

One wild guess is that Ubuntu installs command-not-found by default, 
while Debian does not: Try install that package and see if that 
"magically" provides the kind of experience you are like in Ubuntu.

Personally I dislike it: It slows down when fumbling around, which is 
particularly hurtful on low-end machines.  Sure I am biased being an 
experienced user, but I strongly recommend teaching less experienced 
users to explore commands and packages by explicit searching (my 
favorite is axi-cache from the package apt-xapian-index) rather than 
teaching them to do it by use of _same_ interface as exploring already 
installed commands.
