[Hamara-devel] Proposal: Reschedule developers' meeting time and move to IRC meetings

Hello everyone!

# Reschedule meeting

Our current meeting time was decided according to the convenience of a 
few developers. But, the current time slot won't be feasible for other 
contributors outside of TBS. Also, it coincides with the working hours 
of all the developers who work at TBS.

# Move meetings to IRC

After a couple of meetings on IRC, we switched back to VoIP calls. 
Although these calls provide a great level of convenience, manually 
documenting these meetings becomes a burden. I think we should move back 
to IRC meetings once we decide a new time for the meeting.
