I think its wishful thinking. The moment you change any library, multiple apps will need update. When you can actually study the dependency changes, why you have make assumptions?

Look at release.debian.org/transitions and see how many packages are affected for each transition. Get involved in a few transitions to see if it is really trivial effort.
