One such functionality which seems to be in admins control is to
disassociate a bug wrongly marked as duplicate. I just did one bug
139 to bug 138 to see the functionality and while it was able to
mark it as a duplicate, wasn't able to de-duplicate it (or return
it to its former state)

It would be nice if we are able to make most of the functionality
in bugzilla open to users.
